After reviewing your original question, I failed to answer it completely.
My apologies. The following permissions for the My Projects category in the
Project Managers group are set to Allow:

Build Team On Project

Create New Task or Assignment

Delete Project

Open Project

Save Project

See Enterprise Resource Data

See Projects in Project Center

See Projects in Project Views

See Resource Assignments in Assignment Views

View Risks, Issues, and Documents


As a bonus answer, the following permissions for the My Organization
category in the Project Managers group are set to Allow:

Assign Resource
Edit Enterprise Resource Data
