I would check the user/group security that these users are in. Seeing and
updating are different permissions. Whichever security you are using, (group
or user) go to the category permission and make sure the "open project" and
"save project' are not checked. Under the Global permissions, uncheck the
"publish/update/status" field for those clients.
i believe that those are the two spots where these permissions are given out.
