Inactive resoucer with protected actuals

I have the following situation:

I have a couple of enterprise resources that are not longer with the company
so I have marked them as inactive. These resources were asigned with tasks in
admin and non admin projects. Now that I want to updated the tasks in the
admin timesheet I am receiving every time I open the schedule a message
stating that the inactive resouces still have remainingg work.

To fix the issue I logged on to PWA and update the resource actuals removing
every single reported time. Then I logged into Project Professional, changed
the task type to fix duration and tried removing the resource but Project
doesn't allow me stating that the resource has protected actuals.

How can I solve this circular issue?
