Here's your problem:

Duration = Work/(Hours per Day x Units)

Duration = 1/(8 x 0%)

Duration = 1/0 = Infinity

I would recommend that you not use the approach you are taking to assign a
minimal amount of work to a generic resource. Instead of setting the Units
at 0%, why don't you set the Duration at 1 day, leave the Work at 0 hours,
and then simply assign the resource at 1% Units? When you do so, Microsoft
Project will calculate a token amount of Work. Hope this helps.
