John,

Just to let you know you are not alone with this particular problem.
I have the same problem with a client that has installed Project
Server 2003 and has the services running under the 'Local Service'
account. I have been working to resolve this issue and I can tell you
the following:
1) I have not gotten a resolution from MSFT yet.
2) I have found in the documentation that it states that the 'Project
Server Scheduled Process Service (PJSchSvc)', which incidently runs
every 30 min, needs to be assigned a 'Log On As' with an account that
has AD read permission. I wouldn't think this would matter if you are
not synch with AD. However, we didn't setup AD synch with my client
and they are getting this problem.
3) I have posted an entry to the Partner Managed Newsgroups on
Microsoft site and I am awaiting a response.
4) If this problem is not resolved by tomorrow I will be working with
a Microsoft Support Specialist to resolve the issue.

For now I would recommend changing the 'Log On As' account to a domain
account with AD read access for the Scheduled Process Service. Stay
