The default security settings in Project Server 2003 allow each project
manager to see only his/her own projects. To allow the your PM's to open
one another's projects, do the following:

1. Log into PWA with administrator permissions
2. Click the Admin menu
3. Click the Manage users and groups link
4. Click the Groups link in the sidepane
5. Select the Project Managers group and click the Edit Group button
6. In the Categories section of the page, select the My Organization
category from the list on the right
7. In the Permissions grid of the Categories section, select Allow for the
Open Project and Save Project permissions
8. Click the Save Changes button

If you wish Read/Only access for the other PM, then only set the Open
Project permission to Allow and leave both Allow and Deny unchecked for the
Save Project permission. Hope this helps.
