Who Can View My Plans?

Hello:
It's my understanding that all resources listed in my resource *** view
can view my project EVEN IF they are not assigned to any tasks. This is so
that a wide audience can reference my schedules via PWA. I call these
Audience Members (no real assignments.) I have created a template plan with
multi resources just for this purpose. I have a master plan, created from
this template, with a few inserted subprojects (read only).
An "audience member" (someone I intend to be able to view this plan) can
open the master and only see the subprojects with the "-" (ie, cannot explode
the project). What do we need to change? I thought about assigning the
Audience to a single milestone task --but that would be a lot of folks.
