In IIS, click on WebServiceExtensions and double-click the "Microsoft®
Office Project Server 2003 ISAPI" extension
Click on the Required Files tab and add an entry pointing to the
pjdbcomm.dll in the "copy of IIS Vrtual Root" folder - otherwise the dll
called is not allowed to execute.
Sorry I missed to mention that.
