There are two ways that the owner of Project B could learn of the resource's
misfortune:

1. The owner of Project A calls the owner of Project B, knowing that
Project B is dependent on project A..

2. The owners of Projects A and B have set a cross-project dependency
between the dependent tasks in each plan. After the resource's accident,
the owner of project A reschedules the task 1 week later and saves the
project. The next time the owner of project B opens the plan, he/she will
see that the external predecessor task has slipped one week, driving the
task in project B one week late as well.

The first option would be my personal preference, as I believe the use of a
software tool can never replace good project communication. Hope this
