Nick,

I have actually done performance testing with 1000, 2500, 5000, and
10000 rows for a client comparing 2002 with 2003. 2003 was definitely
faster but not by a huge amount. As you get more rows, the data is
actually moved over fairly quickly. The thing that takes the largest
time is the building of the gantt chart view. And if you have many
predecessor and successor tasks with lines drawn between them, this
will take much longer because the drawing of lines takes a long time.
In this case, the speed of the client machine is very important.

As I said, I have done quite a bit of empirical testing in this area
and I stand by the fact that 2003 is faster than 2002. I actually did
the testing on two different sets of Project Server systems with two
different Terminal Servers for the front end.

I would recommend trying your Project Server 2003 install again or look
closer at the machine and network. They really should be fairly close
performance wise with the edge going to 2003.
