Sorry - I'm running my AD sync tests on the AD server... that's why I
thought to ask about local system account - in "real life" this is often not
so. <blush>

Try changing the account the "Project Server Scheduled Process Service" is
running under to a domain account with sufficient rights to access the AD.
Don't know if this is required or if your policy settings allow any
registered computer to access these settings regardless.
