Windows Live for Mobile

Tech-Archive recommends: Repair Windows Errors & Optimize Windows Performance

I'm experiencing problems with Windows Live for Mobile. The problems is that Hotmail, that handles my Live Mail account doesn't allow to send messages in encoding different than Western European. Hotmail handles messages in different encodings, but can send only Western European.
I choose Message Options and set Unicode as message encoding. And it's still in Western European. Is there any way to set default encoding to all outgoing mail to Unicode?
