No, and yes.
CDPD (Cellular Digital Packet Data) is an old data transfer system from
the days of analog cell phones, running at 9.6k or 14.4k IIRC.
The old AT&T Wireless (the one Cingular bought before renaming themselves
"the New AT&T" used to use it.
I believe there's one company left offering CDPD subscriptions (the name
escaps me but it's Mobility something or something Mobility)
Basically it's in the junk pile for a reason... ;-)
