All pocketpc's have writing recognition... there are at least four
default handwriting modes, block, grafitti, transcriber and
handwriting... although one specific to notes and a few other locations
"handwriting" appears to have been dropped.
In addition there are third party ppc apps.
Beyond that, there are a variety of "tablet" pc's (tablet notebooks,
slates and umpc's) which support handwriting input. see
