Please follow my articles; I've elaborated on this stuff in MANY of them;
for example, the one at

That is, the easiest way of doing this is :
1, using mass contact sending via IrDA / BT; many "dumb" phones are capable
of this
2, using an app on your PPC that comunicates with the phone to fetch the
contacts
3, use a desktop-based mobile phone handler tool to do this if you do have
IrDA / BT / cable connection between the desktop and your mobile phone
