You'd think they could at least issue a patch that added a "custom" time
zone that could be user defined- i.e. how many hours +/- GMT you are, and
a checkbox for "is it currently DST/Summer Time?"

Yes, I know that I am following up on an old message.
Microsoft did issue a patch that was supposed to fix the calendar
entries on Outlook when the new start date for Daylight Savings Time
came along recently. I followed all of their recommended steps to
update both my desktop PC and my PocketPC. The result appeared to
work correctly on one-time events, but totally screwed up a couple of
weekly repeating events that extended before, during, and after the
two-week period of the change. One event ended up being moved forward
by an hour (an 11:00 AM event changed to a 12:00 noon event), and the
other event was moved forward by two hours (a 4:00 PM event became a
6:00 PM event). In both cases, the time-mangling occurred on all
occasions of the event, not just for the two-week period that is newly
part of Daylight Savings Time. I ended up having to delete and
re-enter the events. I would have been better off with no patch at
