Daylight savings time still a problem

I've got a Treo 700w that talks to an Exchange server. I've applied the patches to both the PDA and the Exchange server, but appointments in Outlook still show up an hour late.
This happens even for appointments that were added *after* all the patches were applied. If I add a new appointment at 1pm in Outlook, it stays at 1pm, everyone else in the office can see it at 1pm, but it appears on the Treo at 2pm.
The Exchange server is part of Windows Small Business Server. Again, I have run Microsoft Update and all of the patches, service packs, whatever are current as of this morning.
I applied the patch at http://www.microsoft.com/windowsmobile/ to the Treo.
Now what?
