I just tried the steps I suggested on my PPC 2002 device, using
http://www.mfa.gov.il/MFAHeb which appears to be in UTF-8, not some
Hebrew-specific encoding, and it does not work. The font is certainly
recognised by Windows CE, and I can use it in Word to display some Hebrew
characters (although they're rendered in the wrong direction!)

It looks like the Treo 750 uses Windows Mobile 5.0; apparently they haven't
fixed these problems even in that version of CE.

You could try the Opera browser: http://www.opera.com/products/mobile/

I did what you said, but its still doesn't work.
when I'm in the internet explorer options menu, in the encoding list I see
like 10 different types of fonts, without the Hebrew one that I put in,and
also I cant see any fonts types in the windows/fonts folder that you told
me about on my treo 750, beside the Hebrew one that I put in there.

Windows CE uses TrueType fonts, just like Windows on the desktop. So copy
a Hebrew TrueType font from the Fonts folder on your PC to \Windows\Fonts
on the Pocket PC.

Perhaps all you need to do is to add a font that supports Hebrew.
