For VPN to work correctly on the device you must first have an established "internet" connection. If you setup a connection and set it as "work" then the connection manager will think that you are already on the network you need to be on and it won't allow vpn connections from one "work" connection to another. You need to setup your verizon connection as "internet" and the vpn connection as "work". Then goto the execptions section and add any dotted addresses that you wish to use through the vpn tunnel. When you enter these addresses in a connection manager aware app like File Explorer, Internet Explorer, Windows Media Player and a few others, the connection manager will automatically establish the vpn connection for you.

One followup question if I may :
I would also like the (somewhat hard to grok) automatic VPN
dialing stuff to continue to work as well. Currently I have my
'work network' setup with IPSec. So if I'm connected to my
office WiFi I can browse SMB shares on my servers. Then if
I'm dialed up on the CDMA connection off site, and open the same
shares it'll auto-dial the VPN.
Any thoughts on whether I can retain this functionality and also have
the automatic network selection work properly ? (I'm thinking that if
I tell it that Verizon is my work network then VPN dialing will
quit working).
