Installing applications in ROM WM 2003

The PDA in question is an Acer N35 running Windows Mobile 2003. Not
sure which particular version of the '03 version it is. My biggest
problem is the lifespan of the battery. At present I've got TomTom
installed and it's happened a couple of times that the battery was flat
and I could install the application again.
Is it possible to install the TomTom application into the ROM? Since
the maps are already installed in the non-volatile SD memory this would
solve my problem. One other thing I was pondering is if it is possible
to just add a link to the program menu and having the entire
application on the SD card. Has anyone had any luck with this?
