About the only thing you need is ActiveSync. I would recommend version 3.8
for your Windows Mobile 2003SE device. There is 4.1 and 4.2 Beta available ,
but it provides no useful additions if you don't have Windows Mobile 5, and
actually removes a few options you have in 3.8.

The PPC is designed to work with Outlook on the desktop, and that normally
comes with a PPC, but it is not available as a free download.
