Notification for DirectPush E-mail

For email arrival notification, I have configured to play sound, flash
screen and vibrate.
1. When the screen is OFF (phone is still ON), the email arrival
notification will play sound but without vibrating or flashing.
2. When the screen is OFF (phone is still ON), if I have not viewed the
notification or opened the email, any subsequent incoming email will only
beeps (it actually tried to play the sound but only a split sec. thus
sounded like a beep) instead of playing the sound.
3. When the screen is ON (phone is still ON), the email arrival notification
will play sound and vibrate but no flashing.
Is this a bug? Or am I missing something here?
Ideally, I hope that it will only vibrate or flash or play sound (either one
or combination) when the screen is OFF.
Has anyone have the same problem and got it resolved?
