Craig,
There have been a lot of reports of applications doing this. The root cause
of it, no, I don't know what it is. I do know that in my own experience, I
have deleted the shortcuts and folder with no ill effects. But you are
right, there is probably something lingering in the registry from doing
this.
Before you do that, make sure you have a good backup of your device - just
in case! :-)

BTW
I notice there is one program ( a game) which I cannot delete using the
"remove programs" utility because it does not show up either on the
activesync desk top part or on the PDA. The ICON is still there and there
is a directory with all the files. I have been hesitant to remove it
manually (by deleting the files and directory) because I don't know if
there is a registry as well in the PDA.
Any ideas about that causing this issue?

I always hate recommending a hard reset - that is just not a fun process.
Before you go that far, post over in the
microsoft.public.pocketpc.activesync group. There may be some in that
group
who have experienced your exact issue and know a resolution.

Thanks for the advice but it didn't work.
Interestingly Scanpst.exe found a bunch of errors (59 I think). But I
get
the same error at the end as described above.
Any more help would be appreciated.
Do I do a hard reset?
I'm not sure how to do that on the Treo 700W

Okay, give this a whirl. On your PC run Scanpst.exe and do a
detect-and-repair on your Outlook PST (Help>Detect and Repair...) I
know, same thing essentially but Outlook is funny in this way.... ;-)
After you do that, reboot your desktop and soft reset your device then
try to sync again.
