That's exactly what that does. It also assumes you installed VC in the
default location. It also requires that key exists in the first place. On my
HTC devices the original key says
HKEY_LOCAL_MACHINE/Software/OEM/VoiceCommand/Path="\Windows\SDDialer.exe"
SDDialer.exe being the voice tag application that ships with the device.

I don't know if or what the 6700 has.

Note too that on WM5 devices a change to the registry is not quite instant.
There is a periodic flush to permanency that can be forced by a SOFTWARE
reset. Not a poke the button hardware one. There are a number of programs
around that offer a software soft reset feature. That or wait a couple of
minutes before soft resetting to ensure the reg change has flushed and then
is activated by the reset.
