support: on / off sync issues

We have an office with 6 phones using the samsung i730 from Verizon. We use
an Exchange server with no ISA and no front/back setup on sp2. For some
reason, whenever I make a change in the IIS console and or restart the IIS
service, all the phones switch their settings from their usual sync
intervals to manually. Is this a behavior by default, or what else could
cause the phones to set themselves to "manually sync". I am also recieving
alot of http_500 error codes with event id 3005's that read:

Unexpected Exchange mailbox Server error: Server: [exchsrvr.ourdomain.com]
User: [user@xxxxxxxxxxxxx] HTTP status code: [501]. Verify that the Exchange
mailbox Server is working correctly.

I've also checked sesttings on the IIS default website and read MS KB
articles regarding the application pools and kerberos token buffer sizes.
I've changed the Kerberos Token Buffer size to double the original 120K
value and that seemed to help. We also use a full T1 line carrier but have
more than 20 users and expect to expand another 10 by the end of this year.
I'm wondering if bandwidth may be the bottleneck to my mobile user's
functionality with it going on and off.

They seem to complain that it would work great for a few days or several
days and then go offline and not be up for 2-3 days at a time and then the
problem would fix itself somehow.

Following configuration for IIS:

defaultwebsite - intergrated windows auth + basic auth
exchweb - " "
Microsoft-Server-Activesync - basic
OMA - basic

Note, that when I change MS Activesync and OMA to include intergrated auth,
it would really screw up alot of the users to where it would "sync" but have
no emails show up in their devices. Changes would also not be perm. on the
server either EAS and OMA would both eventually revert back to only basic
auth by morning; and this is where I see most of the devices magically put
themselves back on manually sync with server.
