Browsing around the 'net with Google I found this one :

Covert GPS Tracking
The MLU is a very small, (4 inches X 3 inches X 1.8 inches) self-contained real time GPS tracking
and communications device that can be easily hidden in the body of any vehicle so no one knows it?s
there, (hide it under the dash, under the seat, in the glove box, etc.) Using satellite (GPS)
technology, the MLU quietly tracks the exact location of the vehicle. When polled by the user, the
MLU reports the vehicle?s location using cellular communications. The user acquires information on
the vehicle location via the Internet from any browser equipped PC. The MLU is designed to operate
reliably even if the vehicle is parked for long periods. Using the vehicle?s battery and a special
power saving technology, the MLU can protect the vehicle for up to forty-five days with the ignition
off. In addition, it can actively broadcast its location for at least 15 hours on its own power.
This unit is capable of engine shut-off and auto door lock. Lets you know if it leaves a preset
area. Perfect for protecting your car from theft. Track from a password protected website.

It's a bit expensive for end users but since you are a business I think that this is the kind of
product you are looking for.
