I sympathize with you, I had this problem several month ago.

First go to:
http://handhelds.org/moin/moin.cgi/RestoringPocketPc (read it carefully)

then to:
http://handhelds.org/download/feeds/wince/

again read carefully and you will get back your ipaq.
