I have PPC h4150, and Skype doesn't work well on it at all.
Aside from us not meeting their 400Mhz requirement with this device, it
seems the in and out audio channels are not well seperated, because it
causes very bad echo'ing. Enabling echo cancellation simply puts the device
in half-duplex mode.
And still the sound quality is crap.. while on the PC it's crispy clear.

What OS version are you running on your h4150 exactely? And what version of
Skype?
