Here is a suggestion:

1. Uncheck the Mobile Favorites sync in ActiveSync
2. Undock your P/PC and soft-reset the device
3. Redock and allow Sync to happen
4. Check Mobile Favorites in ActiveSync and see if it will sync them now.

You may also need to delete the Mobile Favorites folder in your Favorites,
then recreate it to get this all working.
