Not necessary... you will be notified if an app has any file on the card open when you remove it so that you have the opportunity to do so and terminate the app to close the open files.

In fact, most ppc's will power on when a card is inserted, plus the fact that the power button doesn't shut down the ppc... it only suspends it.
