Speed needed for smooth video playback

I have seen this question often but not a recent answer. I am looking
to get a pocketpc phone to replace multiple devices and found this
unit here. HP iPAQ h6315. Its specs are ideal for everything I want
but I found its proc runs slow, around 200 mhz. One of my main needs
is to run video and I am trying to determine what kind of speed I need
to run pocket pc video.

A good example is the larger videos found here:

realize there are other things like encoding rate but this is the
general idea).

I know that proc is only part of the story so I was hoping to know
what would be the minimum benchmark score I should look for.

This site talks about an spb benchmark, what mark should I shoot for
to ensure I can run video?
