try the alt.windows98 group, this is for pocketpc's so you should get more
help there.
However the first thing to try is a full virus check using up to date
definitions, then it's probably worth checking for spyware (Adaware / spybot
are free). Then run scandisk to look for damaged files, followed by sfc
(system file checker).
Once you've done this you are in a position to sort the restart issue if the
above hasn't sorted it. There is help on the Microsoft site in the
knowledgebase. Do you have the drivers installed for your graphics
card/chip, or does it show Standard VGA adapter?
