In-box problem--big time

I am thankful for the suggestions I have been getting in this news group,
but nothing has
solved my problem. I am posting my request again in the hope that somebody
new might see it and
has an answer. I have tried a lot of ideas for pinpointing my difficulty,
but that is not helping.
I cannot send or receive e-mail with the "In-box" feature in Pocket PC 2003
running on my iPAQ h2215. With my device connected to my dial-up ISP, via a
CompactFlash-56K_Modem, I tap the SEND button in the "In-box" composition
window and the message is transferred to the Outbox where it sets. I then
tap Send/Receive. This results in a request for my ISP user name and
password which I provide over and over, but the message remains in the
Outbox.
I am sure the connection to my ISP is correctly established because I can
access the Internet using the ppc 2003 Internet Explorer program. The logon
and password are correct. It is the e-mail function that is causing my
problem.
The following e-mail settings that I have entered seem correct, but perhaps

I have tried allowing the iPAQ to automatically fill in setup (4/4), but it
does not do that.

OPTIONS:
(1/3) Connections: The Internet (I have tried My ISP as well)
(2/3) Outgoing e-mail server requires authentication checked and not
checked. I have tried both. Display messages from the last 3 days
(3/3) Get message header only / Include 2 K
I have contacted support at my ISP and they see nothing wrong with my setup.
I have also contacted Hewlett Packard, but received no answer. Microsoft
wanted to charge me a fee for their help which I declined. I have posted,
in this news group, a request for help and have thankfully received several
hints and suggestions, but no solutions.
I can use the Hotmail feature with Internet Explorer and that works fine,
but I want to use the "In-box" program directly with my ISP because it would
be seem to be quicker and less complex.
Please give me any ideas you might have to solve my problem. I would be
very thankful. I have been seeking an answer to this PDA e-mail glitch for
a long time.
