Tim,

Selecting the right PPC for you is a personal thing and you should (if
possible) see if you can try out both units before purchasing, I know the
Dell is kind of hard to do unless a store or Kiosk is located near you or
if a friend or family has one for you to try out.

I'll give you a quick Pro and Cons list of each if you like

HP 4350

Pros:
Longer Battery(1560 MAh) life even longer with extended battery (3600 MAh)
Built-in Keyboard (backlit)
Built-in Bluetooth and Wi-Fi
Lighter at 5.8 oz.
Brighter screen
Faster, but not by much...

Cons:
HP 4350 64MB RAM 55 (available)32 megs of NAND flash ROM, (2.85 MB
available for non-volatile File Store)
Bigger (5.4 x 2.9 x .6 in)- just under an 1" longer and about .5" includ.
x3 antenna
No side toggle button
Side Record button can turn on the unit accidentally unless disabled.

Dell X3i

Pros:
32MB RAM/32MB ROM or 64MB RAM/64MB ROM(32 MB are available as "Built-in
Storage")
Smaller 4.5' x 3" x .6" (not including antenna nub).
Side toggle button
Better placement of the record button on the front
Button activated WiFi on/off on front

Cons:
Actually weighs more at 6oz
No Blueooth support
No Keyboard
Speaker on back
Slower

For some good reviews of each check out Lisa Gade's reviews:

As well as other sites.

I had personally gone with a 4350 for the larger battery, keyboard,
built-in wifi and bluetooth so I can stay connected where ever I go
combined with a BT enabled phone and a data connection and it was
smaller, lighter, faster, and clearer than my old Jornada 568. If I need
more memory I may upgrade through PPCTechs.com to 128MB or just buy
another SD memory card.

Both are good PocketPCs, its a tough choice...

Just my 2 cents with 3 cents change.
