The problem is that differently from Windows XP or Vista, where all drivers
of most peripherals come within the CD and in the device database in the OS,
this would be too heavy for WinCE to handle. Most different devices have
different circuits for screens, button, IRDA, Bluetooth, Wifi, and God knows
what more. The OEM needs to integrate the drivers for his hardware (for EACH
and every model), do stability, quality and reliability tests, check that
there aren't memory leaks in the integration, check that battery consumption
is OK, and much more. I don't see myself doing all these tests just to
create a customized OS for my device.

For Windows CE and all platforms (Windows Mobile for Pocket PC, etc.)
built on it, upgrades are _entirely_ the responsibility of OEMs (the
folks who make the devices and/or a few big distributors (like phone
companies). You will never find an update on a public Microsoft web
site. And you will likely be unable to use any update that might show
up on a private Microsoft web site. Each OEM decides whether to
provide upgrades, the conditions for the upgrade, and the hardware
that can be upgraded.
