Check the router settings. Specifically the lease time. It may be set never
to drop those wi-fi clients that connect to it. If so, reset it to drop them
sooner. My lease time is 1 hour. I actually turn the router off when I am
going out as a precaution BUT if I drop the connection to the router, 1 hour
later the router will kick off any supposed connection by my connected
device.

Microsoft also noted this as a problem with W2K at one time where the device
would not show as having disconnected but upon discover of the connecting
device and finding it is actually the same one as still there, would offer a
zero lease time connection.

Your problem seems to be that you have set IP addresses to specific MACs and
unfortunately have set the lease time (or it is set somehow) too long.
Reduce the lease time to 1 hour or maybe 30 minutes in normal use but as a
test, go to the router and set the lease time to 2 minutes, connect
successfully with the PDA, disconnect, wait a bit longer than 2 minutes
before you attempt to connect again then try to connect and see what you
get. My bet is that it works, then.
