The way the connection manager works any address that doesn't have a dot in
it is associated with "work" and any address with a dot in it is considered
"internet". You can set dotted addresses to go through the vpn using the
exceptions page on the device. The vpn should autoconnect if you are using
a program that is connection manager aware. Programs like internet explorer
mobile, file explorer,windows media mobile and a few other programs. The
vpn connection will only be established if connection manager finds an
"internet" connection to use. Under the "work" vpn that you have setup, do
you also have a gprs connection defined? If all else fails you may want to
delete the entire vpn entry
(Start>Settings>Connections(tab)>Conenctions(icon)>Advanced(tab)>select
networks>Edit(under Programs that automatically connect to a Private
Network)>General(tab)>Delete Settings. The ability to delete the entire vpn
connection depends on if you added the vpn connection to the default "My
Work Network" connection. If you did add the connection to that one you can
delete the vpn by tapping in "VPN(Tab)" instead of "General(Tab) tap and
hold over the connection and choose delete. If you were using "My Work
Network" it may also be better to make a new vpn connection from the
"Network Management" screen.

Thanks Eric, but I'm a bit confused. Are you saying that I shouldn't
expect the device to auto establish the VPN when I'm not currently
connected? I don't really understand why the VPN connection details are
associated with the Work Modem connection in the UI if it's not going to
use them together.

the work network that you want to be on. Also make sure the proxy
setting option under your vpn connection is not check for the option
"this network connects to the internet"
