Well I'll answer myself on that one, you never know how close to finding an
answer you really are ;)

So in case anybody else has this problem, answers are in the sample
CMHelper coming with the PocketPC SDKs (2k2 and 2k3) which implements
exactly that (check if network is on, if not connect and later disconnect).
