Data Connection wifi/modem

Hi there,

I am building up an application that needs to connect to a remote server
over the internet.

I have a Dell Axim that may connect to the server using WiFi or GPRS (via a
paired bluetooth phone modem) and I can't find any answer to the following
problems :

1) how can I know the device is already wifi/GRPS connected ?
2) if I know it is not connected, how do I (assuming wifi would be
automatically connected if available) connect to GPRS, just like Pocket
Internet Explorer does if you try to reach an internet location and are not
already wifi connected ?
