Download and install vxIPconfig and vxUtil...

See if you get a valid IP, ie. a 192.168.X.X address, from your DHCP server with WEP disabled on
both the PocketPC and the access point. If you do, try to ping the access point by IP.

If that is successful and your Connection Manager settings are correct...

...try tapping on the PocketPC "\Windows\Welcome" file. Sometimes that clears up IE problems...
