Internet_2: Active Sync Timeout during GPRS Exchange Sync (VPN issue?)

Hope someone has seen this and have some input. We have 10 HP IPAQ 6315
devices and One Verizon Samsung i700 device synchronizing back to Exchange
2003. OWA works fine, direct sync (cradle on desktop) through the intranet
works. Wireless over the air synchronization works only when users 1st
establish the VPN connection and wait at least 45 sec (to allow the VPN
server to authenticate & authorize) before initiating synchronization from
Active Sync application on the mobile client. If user does not wait for VPN
authentication & authorization before initiating Active Sync then active
sync will return Internet_2 (Internet Timeout Error). Again, over the air
sync works only when users MANUALLY establish a) Internet connection (to
T-Mobile GPRS, Verizon Quick 2 Net or dial up ISP), b) MANUALLY establish
the VPN connection and wait until the server authorizes (about 45 sec for
server to do this) then c) initiate Active Sync. If user device is not
connected to the internet and user initiates a manual active sync (or could
be an Automatic Update initiated Active Sync on the client from the Exchange
server) then Active Sync returns an Internet_2 error while waiting for the
VPN server to authenticate & authorize. On the GPRS network, it takes the
device about 12 sec to establish the GPRS connection & about 44 sec to
establish the VPN connection so a total of around 56 sec before Active Sync
would work so the timeout makes sense if the client does not wait for
acknowledgement from the VPN server. These issues persist using any type of
internet connection from any provider (T-Mobile, Verizon or dial up)
including hi-speed Wi-Fi on the HP IPAQ 6315s and the issue has been
narrowed down to the VPN server taking 44 sec to authorize on the server
side & Active Sync times out on the client side. We thought the slower cell
phone internet connection might be the issue but we only see a 4 sec
improvement for the VPN server to authorize from 44 sec using the cell phone
connection to 40 sec using Wi-Fi on the IPAQ devices.
Is there a way to optimize the VPN server to decrease the 44 sec it takes to
authorize a user or is this time delay expected? Over the air notifications
will not works if the device continually times out because of the latency.
We've investigated tweaking the registry on the client but have found no
solutions to increase the timeout on the device. Is there any information on
this?
Again, the users can synchronize manually by 1st establishing the VPN &
waiting for authorization. If they then initiate active sync, again
manually, after the VPN is establish we have no issue. This is all manual
however and the system should be automatic.
Any input is greatly appreciated.
