Go here:

http://www.hudsonmobile.com/

download and install the IPDashboard trial.

Enable the display of the data rate chart, download a big file,
and prepare to be disappointed: you'll be lucky if you get
750K-1.2 Mbps on an average day and 1.3 every now and then.
(checked here with an WAP-11 V2.2, a Netgear MA-814, and a Barricade
VWBR-something).

You're just running too close to the actual throughput
of 802.11b on the 750, I have the same problem with both of mine.
802.11 uses up a lot of bandwidth on overhead as well, reducing
it still further. My Actius laptop has much higher throughput,
but it's a 1G P-3. You can only do so much with a 400M PXA-255.
managing your Wi-Fi.

Partial solution: use Windows Media Encoder on your desktop PC
to encode to a smaller data rate in real time and stream it
to your 750. (never done it myself, don't need it, but others
have and it works well).
