When you setup the Bluetooth network, you need to setup a local LAN network,
just how you do this depends on the software running on your PC. Generally
you'll need to enable ICS on the PC. In your case from what you have posted,
your iPAQ is not connecting and getting a DHCP server. So I suspect that the
Bluetooth LAN on your PC is not configure correctly. Take a look at setting
up the PC, in the Bluetooth guides at
