I had a same problem. Same card and PPC. I had to do these following steps
to make the WCF12 and iPAQ 2215 to work.
First you need to download latest WindowCE 2003 driver from Liksys.
Hard reset PPC.
Establish Active sync with USB.
Load the Linksys program as a first load.
Apply update
My mistake was, that I used the BT link to load Linksys. Somehow the Card
will not function.

I have BT and WI-FI connections, that works fine.
