http_403 error, but not for everyone

A couple of months ago, I setup my Siemens SX66 telephone/PocketPC to
synchronize with my Exchange 2003 server. The server is setup SSL, I use
forms based authentication - it all works great.
However, today I went to setup another user on an IPAQ. Each time I try to
syncrhonize for him, I get an http_403 error. I've already verified that
everything on his account is set properly to allow him to synchronize, and
that everything on his IPAQ is setup correctly, but it fails. I used my
username on his device and it worked successfully. I tried his username on
my device and it http_403 failed.
Does anyone have any idea why this might be the case? It appears that the
problem is around his account somewhere, not his device.
Incidentally, I tried several other users, some with admin privileges and
all failed with http_403.
