32MB has no bearing on the speed of the device - it's its internal memory.

SD cards are external storage for files (such as videos), think of them as
like floppy disks on a PC, but capable of storing much more (and much
    smaller, albeit rather more expensive!).

Unlike a PC, adding more memory to a pocketPC will not improve the speed.
Windows and other desktop operating systems allow virtual memory for running
programs to exceed physical memory using a disk file. PocketPC doesn't,
instead if you run out of physical memory, you get a plain out of memory
    error.

What device (brand name) are you using? I'd expect all current devices,
certainly phone edition ones, to be more than capable of showing good
quality full screen video at 30fps with stero sound, no problem.

If your video is choppy, slow, or too big, you might need to use a program
such as Windows Media Encoder to convert it to a format more suitable for
your device. This is a bit of a black art which takes a while to master.
There are various guides around on the 'net illustrating conversions to
popular formats such as DivX, windows media, and MPG1 specifically for the
    PocketPC.

If you're having problems storing your video because you only have 32MB of
memory, then simply get a SD card. With some tweaking to the encoder
settings, I can fit two full movies on a 256MB SD card, with perfectly
adequate quality - makes commuting much more fun!
