best compression and bit rate for voice audio

Hi,
I'm planning on developing an application that gives direction how to
complete a particular task. I'm wondering what would be the best compression
method and bit rate for audio to accomplish this efficiently. This will be
developed in C# and deployed on pocket pc 2003 units. The audio files will
be all voice spoken. So this isn't a music related audio question. Also,
this will be either played back on the pocket pc's internal speaker or
transmitted through a stock car audio system. In total the audio files would
be an estimated 300-450 minutes of total play time. So that needs to
comfortably fit on a decent sized storage card.
