IMGNOSAMPLEMUSIC=1 do not take effect.

Hi, all,
it is strange that, I set IMGNOSAMPLEMUSIC=1 under build enviroment,
according to digitalmedia.bib, wmplayer.exe, wma9prodecoder, etc.. will not
be included in my final image. but after I makeimg under the enviroment. in
the image, such files are still included in the image.

any clue?
