can not get 6.5 emulator to work

I tried a simple app., form only with a text box . Will not run!

I have reinstalled VS.net 2003 twice along with SP1 and mobil 6.5.

I keep getting missing file errors that result in a report.

Is there a repair or trouble shooting link?
