WMTF/DATK DLL redistribution/licensing

I want to create an automation tool based on WMTF. Now WMTF is implemented as
a set of DLLs that come with Windows Mobile 6 SDK. I would like to include
these DLLs in the installation package of my tool to avoid requiring end
users to install full Windows Mobile SDK. However as I understand the SDK
license prohibits redistribution of those DLLs.
Is there any way to be allowed to redistribute DLLs that consist of
WMTF,DATK and Mobility Toolkit (those that are in Windows Mobile 6
SDK\Tools\Windows Mobile Test Framework\DeviceFiles)? If I purchase Platform
Builder do I get redistribution rights for the SDK or contained files?
